Chief of Police 

Bruce Hickman was appointed Poteet’s Police Chief in 2015. He oversees a department of more than 20 sworn officers.

Hickman has over 14 years of experience in law enforcement. He previously served in the Atascosa Community as a Deputy. He is a longtime resident of the Poteet area and an Alumni of the Poteet High School.


Frank Leal started his law enforcement career with the Poteet Police Department on October 1983 as a reserve officer. While serving as a reserve officer he was promoted to the rank of Corporal. In April 1992, he was appointed as Police Chief in which he held that position until September 2006. He stayed with the department as a patrolman, then in 2008 he was promoted to Investigator. Later promoted to the rank of Lieutenant. Since 2009 he has been Interim Chief five times.

Sgt. Investigator, Criminal Investigations Division

Noe Rodriguez began his career in Law Enforcement in 1986 in Hereford Texas where he served as a Patrol Sargent. He then moved to Pleasanton Police Department until 2014 as a Lieutenant. In 2016 he was hired as the Detective Sargent for Poteet Police Department.

William Permenter has eight years in law enforcement. He is a licensed Tcole Instructor.  He is is also Swat certified, and the lead Field Training Officer.  He is assigned to patrol, traffic Enforcement and Drug interdiction.

Animal Control Division

Officer C.J. Carter has been in Law Enforcement since 2004. He has a Master Peace Officer license and is also a Sexual Assault Family Violence Special Investigator. He has a Master’s degree in Organizational Leadership. He has years of experience in code enforcement and recently completed Basic Animal Control Officer Course.

Reserve Division

We have several volunteer officers that donate their time and experience to fill in as need arises for patrol shift coverage or special events.
